Tunnicliff has done a fantastic job researching and presenting most every particular concerning the life and times of Andrew S. Rowan, deliverer of Hubbard's, if not McKinley's, message to Garcia. In doing so, he has destroyed-debunked, to use a modern term-Fra Hubbard's preachment and the mythology of the ultimate messenger, Rowan. The one detail omitted, but equally relevant, is that Wagner's (not McKinley's) other messenger, Lieut. Henry H. Whitney, dispatched on a like mission to Porto Rico and executed far more professionally, also was awarded a Distinguished Service Cross in 1922 for his wartime exploits.
